Since then, various regions and departments across the country have successively introduced relevant implementation plans, combining actual conditions to benefit a wide range of enterprises.

Policies are accelerating implementation

Recently, the Jiangxi Provincial Department of Transportation and 11 other departments jointly introduced the "Jiangxi Province Transportation Field Large-Scale Equipment Renewal Action Plan", focusing on three major areas: urban new energy buses, old operating trucks, and old operating ships. It implements seven major actions, including urban passenger vehicle electrification replacement, old operating diesel truck elimination and renewal, old operating ship scrapping and renewal, postal and express delivery old equipment replacement, logistics facility equipment renewal and transformation, infrastructure digital transformation and upgrading, and standard improvement. "For public transportation companies, the introduction of subsidy policies has saved vehicle purchase and energy costs, and also allowed us to enjoy the improvement of equipment usage efficiency. According to the "Sichuan Province Large-Scale Equipment Renewal and Consumer Goods Replacement with Old Ones Implementation Plan" issued in May this year, Sichuan has clarified four major actions to promote large-scale equipment renewal and consumer goods replacement with old ones. At the same time, it has clarified seven support policies from the aspects of finance and taxation, finance, elements, and innovation, and listed 50 key measures with a list. Recently, Sichuan's "Several Policy Measures to Further Support Large-Scale Equipment Renewal and Consumer Goods Replacement with Old Ones" clearly stated that it supports the industrial field to carry out large-scale technological transformation and equipment renewal. From July 24, 2024, to December 31, 2027, it arranges 3 billion yuan each year to support projects in the industrial field such as equipment upgrading, intelligent transformation and digital transformation, green and low-carbon, safety production, and micro-technical transformation.

This year, Ningxia has launched four major actions: equipment renewal, consumer goods replacement with old ones, recycling and utilization, and standard improvement, and introduced 25 implementation plans and supporting policies. According to statistics, this year Ningxia has completed the renewal and transformation of 21,500 sets of equipment, scrapped and renewed 14,100 sets of agricultural machinery, and purchased and updated more than 32,000 pieces (sets) of educational teaching and scientific research equipment. From January to August, Ningxia's industrial technology transformation investment increased by 14.2% year-on-year, and equipment and tool purchase investment increased by 8.6% year-on-year, which strongly stimulated investment growth.

"The industrial field is the main demand side for equipment renewal, an important supply side for consumer goods replacement with old ones, and an important carrier for resource recycling and utilization." To adapt to the new round of large-scale equipment renewal and consumer goods replacement with old ones, various places in Sichuan are accelerating the implementation of supporting measures. Chengdu High-tech Zone proposed that this year it aims to achieve industrial field equipment renewal investment of 7.6 billion yuan. "Chengdu High-tech Zone will work hard and increase its efforts to actively strive for the first batch of pilot projects for industrial technological transformation in Sichuan, promote key industry chain leaders and chain-owned enterprises to implement equipment renewal and technological transformation as a whole, accelerate the construction of intelligent transformation and digital transformation empowerment platforms, and promote enterprises to carry out production process replacement and advanced equipment renewal around intelligent and digital transformation." Wu Qingfu, vice president of Chengdu Feist Technology Co., Ltd., a national-level specialized and new "little giant" enterprise, introduced that the company's funds for equipment renewal and informatization transformation come from self-raising and government financial support, including support from major scientific and technological special projects in Sichuan Province.Ningxia has expanded its support scope in equipment renewal, including the renewal of equipment in fields such as energy and electricity, old elevators, and the energy-saving and carbon-reducing safety transformation of key industries within the scope of support for ultra-long-term special national bonds, increasing from the original 8 fields of equipment renewal and recycling utilization in industry, environmental infrastructure, transportation, logistics, education, culture and tourism, and medical fields to 11 fields. Jiang Zhe Wen, deputy director of the Ningxia Hui Autonomous Region Development and Reform Commission, said that Ningxia, in combination with local agricultural industry characteristics, has included 6 types of agricultural machinery such as green (yellow) fodder harvesters, mowers (flatteners), hay rakes, feed mixers, total mixed ration preparation machines, and milking machines into the scope of scrapping and renewal subsidies to better promote equipment renewal in the agricultural field.

Financial guarantee and supervision are key links in further promoting the "two new" work. Zhu Jian, deputy director of the Ningxia Hui Autonomous Region Finance Department, introduced that Ningxia, on the one hand, will actively apply for enterprise loan interest subsidy funds based on the approval of the equipment renewal project reported to the state; on the other hand, it will actively connect and apply for special funds with the ecological environment department to further support the comprehensive utilization of waste electrical and electronic equipment recycling and processing.

In addition, Ningxia has targetedly reduced the project application threshold. For example, the requirement of "the total investment of the equipment renewal declaration project is more than 100 million yuan" has been canceled. At present, the company is also taking advantage of the policy of equipment renewal and actively promoting equipment upgrading. "The introduction of relevant policies has further boosted the confidence of enterprises in equipment renewal and technological transformation. We have successively carried out the upgrading and renewal of technical equipment that integrates intelligence and informatization, and have realized the full process of intelligent operation and management from procurement to quality control." The company's vice president, Wu Hongtao, told reporters.

Ma Xinghua, chairman of Jiangxi Jiujiang Zhenxin Shipping Co., Ltd., is very concerned about the local policy implementation. The company is preparing to promote equipment renewal according to the time node of the implementation plan. In the future, it plans to dismantle 4 old ships and build 2 new energy ships. Liao Xiaofeng, director of the Planning Department of the Jiangxi Provincial Department of Transportation, said that carrying out large-scale equipment renewal in the highway and waterway industry, guiding enterprises to carry out the old-for-new activity through fiscal and financial policies, is not only conducive to promoting the technological innovation and product upgrading of transportation equipment, but also helps to promote clean energy transportation equipment and will drive the construction of related supporting facilities.
